In this system, developers can impact wetlands by buying credits that represent equivalent environmental improvements in the same watershed but away from dense development. Although U.S. regulators have used this method since the mid-1990s, existing rules don&#8217;t account for wetlands&#8217; flood protection benefits.<\/p>\n<p>The study proposes an offset policy with a tax on development to compensate for increased flood risks. In the contiguous U.S., wetlands are mainly in California and Florida, two populous states. The study analyzed Florida&#8217;s wetlands from 1995 to 2020, using a new method that considers local factors. It found that wetland development led to $2.4 billion in economic gains. The proposed policy could have preserved most gains and avoided $1.6 billion in flood damage. Daniel Aronoff, an MIT researcher and study co-author, notes that two-thirds of private gains are retained, and flood damages significantly reduce while generating tax revenue to fund restoration.<\/p>\n<p>This system is neither a simple conservation mandate nor a free pass for developers. It aims to balance wetland preservation with economic benefits and reduced flood risk. &#8220;You could do this,&#8221; Aronoff states, suggesting the policy&#8217;s practicality. The study, titled \u201cConservation Priorities and Environmental Offsets: Markets for Florida Wetlands,\u201d is published in the American Economic Review. Authors include Aronoff and Will Rafey, an assistant professor at UCLA.<\/p>\n<p>Federal policies since the 1970s have required &#8220;no net loss&#8221; of wetlands, meaning development must be offset by actions that maintain wetlands&#8217; functionality. These rules enable developers to offset impacts by buying credits from a wetland mitigation bank. The study gathered extensive data on offset credits, prices, and wetland development in Florida to build a dynamic model of the wetland offset market, estimating economic gains and flood risk costs.<\/p>\n<p>Unlike previous national data analyses, this study focused on Florida&#8217;s specific conditions. Aronoff highlights that the relationship between wetlands and flood risk in Florida differs from national trends. The study distinguishes between offset policies, noting that current practices allow developers to purchase credits for non-adjacent wetlands, increasing flood risks in developed areas. The proposed policy would tax either offset sellers or buyers based on the flood risk increase from development.<\/p>\n<p>The study&#8217;s analysis suggests that Pigouvian taxes, named after economist Arthur Pigou, could optimize wetlands policy by adding levies for negative societal impacts, such as flood risks. Aronoff explains that while flood risk is costly, development is valuable if it meets demand. The researchers believe that balancing these factors is more effective than blanket prohibitions or unrestricted development.
